PhilHealth Letter Regarding Scrap PhilHealth Circular No. 022

The said letter is intended to correct my impression that said circular no. 022 was created by two people. However, instead of rewriting the paragraph found at PhilHealth Circular No. 022 is an Added Burden to The Millions of OFWs Worldwide, I just decided that corrections from PhilHealth should be made available on public.

The paragraph said, "Obviously, the PhilHealth Circular No. 022 was created by two people: Dr. Eduardo P. Banzon and MA. TERESA A. QUIAGIT and approved by them without the approval of other Board Members and other Executive Officers of PhilHealth. It was created on December 15, 2011. The said circular is not only addressed to the 11 million+ OFWs around the world but also to all the Filipinos in Philippines. I found the letter with good intentions and this article will serve as my acceptance and approval. Above is a scanned copy of the said letter I received on January 30, 2012 at around 12:41PM Saudi Time dated January 27, 2012.

Job is Only Temporary

You have to accept that Job is only temporary. In the Kingdom, the retirement age will start at 55 years old. If you reached this retirement age and your company decided to send you home – you cannot stop it. If you met an accident or got sick and it has stopped you from working – it could be a valid reason for your company to send you home.

When Saudization blasted many of foreign workers in the Kingdom of Saudi Arabia, many have started worrying. Some of them including myself have wrongfully interpreted it as a threat. But those were normal feelings and reactions that each and everyone has exhibited. However, it is better to stop harrowing instead; learn the lessons and the good tidings of Saudization.

Saudi graduates need jobs too. The unemployment rate for Saudis in the Kingdom is high especially for the young graduates. Every year the country has produced thousands of newly graduates. Yes some of them are already working on Saudi government offices around the Kingdom. Although still, the government could not accommodate all of these young energetic newly graduates from colleges and universities.

The unemployment situation in the Kingdom pushed these young energetic Saudi nationals to unite and started calling for a peaceful rally, protest and demonstration – asking the government to address their grievances and the dilemma of being unemployed. This is one of the many reasons why Saudization is introduced and prioritized in the Kingdom nowadays and we have to appreciate it.

OFW: What Keeps You Going

From the time I arrived in Riyadh, Saudi Arabia, the Philippines already had produced four presidents – from former presidents Fidel V. Ramos, Joseph Estrada, Gloria Macapagal Arroyo to the newly elected President Benigno Aquino III, still I am in this foreign lands strongly fighting for survival for my extended family and to my beloved country. My youth and strength are already deteriorating. I often feel some joint  pains. And yet, still, I am here undecided to go home with other million Filipinos.

Every year our country produces thousands of graduates and the labor market could not accommodate them. So there are no options but to look jobs out of the country and it is through working overseas that they can get a solution to the problem. Thousands are leaving our homeland everyday to find their luck in foreign lands.

Despite homesickness, which is our greatest enemy, still we Filipinos could well adjust to different races, cultures and standards of living. In addition, our love is intensified. For Filipinos who by nature love doings things for others, domestic chores like cooking, cleaning, gardening and baby-sitting are some of our several expertises.

Constructive Guidelines for Migrants Coming to Work in Saudi Arabia—part One

In the Kingdom of Saudi Arabia, the Labor Law is a comprehensive law which regulates all aspects of work relation. It is also a balanced law which provides for both workers and employers what is needed to regulate work relation between the two parties. The said law is applicable to all workers with no exceptions, whether they are Saudis or non-Saudis.

Everyday the country receives hundreds of migrant workers from around the world willing to work for survival. This information will guide them some basic knowledge about the provisions of the Labor Law and its rules of implementation that determine the relation between worker and employer which in turn would result in providing a suitable work environment for migrants, preserving their rights and establishing an appropriate work relation between the two parties of production.

The Ministry of Labor in the Kingdom of Saudi Arabia welcomes all people coming to work and wishes that they have a successful period until they complete their work and return to their home countries. The Ministry, along with all concerned agencies would like to assure all workers that they are guests of Ministry and is keen to take care of them in accordance with the Islamic Law (Shariah), applicable rules and International Charters. The Ministry wants to prepare the workers to know about the work environment in the Kingdom and then coping with it when arriving.

However, embassies and consulates working in the Kingdom of Saudi Arabia hopefully will coordinate with the concerned agencies in their own countries to consider this basic source guide for migrant workers by which they can get to know what lawfully rights they have and what they are obligated to do. So if you are applicants – you need to ask a copy of this guide from your agencies you are applying with – this guide will help you determine if you would proceed or not to come to Saudi Arabia to work.

Valentine’s Day is not only for Lovers as others call it but also it is the day to remember deaths, births and other remarkable events that are already written as history.

In 1852 February 14 – Great Ormond St Hospital for Sick Children was founded - the first hospital providing in-patient beds specifically for children in the English-speaking world, London. Despite opening with just 10 beds, it grew into the world's leading children's hospital through the patronage of Queen Victoria, counting Charles Dickens, a personal friend of Dr. West, the Chief Physician, as one of its first fundraisers.

In 1831 February 14 was the death of Henry Maudslay, who was a British machine tool innovator, tool and die maker, and inventor. He is considered a founding father of machine tool technology. It was Maudslay who built the lock that was displayed in Bramah’s shop window with a notice offering a reward of 200 guineas to anyone who could pick it. It resisted all efforts for forty-seven years. Maudslay designed and made a set of special tools and machines that allowed the lock to be made at an economic price.

Anna Howard Shaw was born on February 14, 1847. She had become a leader of the women's suffrage movement in the United States. She was also a physician and the first ordained female Methodist minister in the United States. Her birthday is celebrated as Anna Howard Shaw Day, as an alternative to St. Valentine's Day.

In Saudi Arabia, during the year 2002, religious police banned the sale of all Valentine's Day items, telling shop workers to remove any red items, as the day is considered a Christian holiday. And in 2008, this ban created a black market of roses and wrapping paper.
In Pakistan, the Jamaat-e-Islami political party has called for the banning of the holiday. Despite this, the celebration is increasingly popular and the florists expect to sell great amount of flowers, especially red roses.

In Iran, the first part of the 21st century, the celebration of Valentine's Day has been harshly criticized by Islamic Teachers who see the celebrations as opposed to Islamic culture. In 2011, the Iranian printing works owners' union issued a directive banning the printing and distribution of any goods promoting the holiday, including cards, gifts and teddy bears.

While the Islamic officials in Malaysia warned Muslims against celebrating Valentine's Day, linking it with vice activities. Deputy Prime Minister Muhyiddin Yassin said the celebration of romantic love was "not suitable" for Muslims. On Valentine's Day 2011, Malaysian religious authorities arrested more than 100 Muslim couplesconcerning the celebration ban. Some of them would be charged in the Shariah Court for defying the department's ban against the celebration of Valentine's Day.

China Population ‘1,339,724,852’ President Nixon's Riddle

The first president who visited the People's Republic of China was the former President Richard Nixon in 1972. His visit was believed as an important step in formally normalizing relations between the United States and the People's Republic of China. It marked the first time a U.S. president had visited the PRC, who at that time considered the U.S. one of its staunchest foes.

During his visit, President Nixon met a certain man named Mr. Yu - a smart and clever person. The president asked the man the riddle said, "There are 12 items you can give to 1.2 billion Chinese. Do you know what they are?"

Mr. Yu immediately answered, "Yes. They are the 12 Chinese Zodiac animals Mr. President, Sir ." And he named them one by one:

Mr. Yu gave a perfect and very correct answer because those 1.2 billion Chinese in that time were all born under the 12 Chinese Zodiac Animals.

As of January 29, 2012, the Census Bureau’s World Population Clock has recorded that the present population of the world has reached so far to 6,990,800,000 and out of this world total population 19.16% are the total population of China – equals to 1,339,724,852 as of November 1, 2010 Census result and is followed by India that total to 1,210,193,422 equals to 17.31% of world’s population. Many people believed that China and India are the most blessed countries based from the number of people living in those regions and also believed that if those people in those regions will jump simultaneously – they can produce earthquake!

Mar Roxas of Philippines is One of The Young Global Leaders

Mar Roxas was one of the leading contenders in the Philippine presidential election, 2010, but he has slid down to becoming a vice-presidential candidate to make way for fellow Senator Benigno Aquino III. He was defeated by Makati City Mayor Jejomar Binay of the Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban) by the narrowest margin in the history of the Fifth Republic. On June 7, 2011, President Benigno Aquino III appointed Roxas as the new Secretary of Transportation and Communications to replace outgoing Secretary Jose de Jesus and took office on July 4, 2011.



Recognitions, Honors and Awards:
  • In 1996, Mar Roxas was recognized by the World Economic Forum as "one of the Global Leaders of Tomorrow who are expected to shape the future."
